Lapmežciems Parish Administration is part of Tukums City Municipality, a local authority institution implementing self-governing functions. As such, we are part in Nordic-Baltic Mobility Programme for Public Administration and a lot of our collaborators are ardently willing to get involved and promote cross borders exchanges within the Nordic Countries.
Our team is looking for future partners for group study visits to exchange good practice, experience and knowledge in the following fields:
-Communication process analysis within municipality best practices
- implementation of tourism projects and local initiatives for rural tourism,
- fishing industry (commercial and leisure)
- cooperation and involvement with local communities in the municipality daily life;
- Intermunicipalities and cross countries collaboration in common projects and events
Our team goal is to develop a long lasting relationship, and develop a mutually beneficial experience sharing with our partners.
A brief overview of Lapmežciems:
Lapmežciems parish is located on the seashore. It is a narrow strip of land between the Gulf of Riga and Lake Kaņieris. The parish got its name thanks to the hundred-year-old oaks, ash trees and maples that grew in large numbers all over the area. Since this has always been the home for fishermen and seafarers, the villages are often called fishing villages. The first information about the inhabitants of this area is related to the 3rd-2nd centuries B.C. when, shortly after thre retreat of the sea to its modern borders, ancient fishermen and hunters settled near Silinupe. It is the oldest known settlement so close to the Baltic Sea in the territory of Latvia, so in 2000 a memorial stone was discovered in its place.
The peculiarity of Lapmežciems parish is that its entire territory is subject to either the Baltic Sea and Riga Gulf coastal protection zone or the laws of Kemeri National Park. 97% of the territory of Lapmežciems parish is included in the zone of limited economic activity of the coastal protection zone of the Baltic Sea and the Gulf of Riga. At the same time, 100% of the territory of the Lapmežciems parish is included in the Kemeri National Park

Strengthening the entrepreneurial environment of the Balvi municipality |

Balvi municipality is a local authority, with 20252 inhabitants and a territory of 2386.87 km2. In this project proposal, we are looking for one more Nordic partner to strengthen the entrepreneurial environment in the Balvi municipality by exchanging good practices, building the capacity of the municipal administration, getting to know problems and possible solutions in the entrepreneurship field, including the labor market, as well as identifying school programs as a tool for strengthening the field.
We are looking for partners for possible future cooperation as well as on other topics like climate change and the environment, development of towns and rural areas, youth fields and schools, culture, etc.

Kaunas Region - Public bodies dealing with pandemic situation and making political decisions |

During the visit we would like to know how your municipality or other public bodies have managed with COVID-19 situation and other related health issues to this pandemic problem solving. We want to see good examples and gain new knowledge about how one of Scandinavian countries are dealing with the pandemic. To the visit would come administration directors of Kaunas region municipalities.
By this possible visit we would like to promote knowledge transfer for mutual benefit within different sector areas on all administrative levels. Also promote promote cross-sectoral cooperation and also promote capacity building within local and regional authorities and maybe support of long term activities in the future.
